Terms of use

Separate terms for citizens and regulator portal staff. You must accept the applicable version before receiving a sign-in link.

These Terms of Service govern authorised staff of New Zealand regulatory bodies using the Regulator Portal on regulation.nz, including inbox, services catalogue, and Single Source of Truth obligations.

1. Purpose of the Regulator Portal

The Regulator Portal enables your organisation to receive, acknowledge, and respond to applications, Official Information Act requests, complaints, privacy requests, and appeals submitted through regulation.nz.

2. Authorised access

Access is limited to staff whose work email matches your organisation's published domain or who are registered as portal contacts. You must not share magic links or allow unauthorised persons to use your session.

3. Single Source of Truth

Your organisation agrees to be the authoritative source for regulatory services published on regulation.nz, including:

  • Service descriptions, application processes, and requirements
  • Filing fees, charges, and timeframes
  • Contact details and official correspondence addresses
  • Dependencies between your services and other regulators

4. Responding to submissions

You agree to acknowledge and respond within applicable statutory timeframes (typically 20 working days for OIA). Overdue items may trigger escalation guidance to the Ombudsman on the citizen side. Late responses should still be posted in the thread.

5. AI-assisted submissions

Citizens may submit AI-prepared applications validated before submission per NZ Government Responsible AI Guidance for the Public Service (GenAI). Treat them as formal submissions on merit.

6. Service transfers

You may transfer services when regulatory responsibilities change. Transfer history is permanently recorded and visible to affected regulators and platform administrators.

7. Privacy and citizen data

You must handle citizen personal information under the Privacy Act 2020. Use information only for the purpose submitted. Your organisation remains a separate data controller for information in your processes.

8. Audit trail

Portal actions are permanently logged and may be provided to the Ombudsman or oversight bodies if required.

9. Portal Terms acceptance after sign-in

After verifying your magic link you may be required to accept the detailed Portal Terms of Service (version tracked separately) before accessing your inbox. That acceptance records your organisation's SSOT commitment.

10. Liability

The portal is provided as-is to the extent permitted by law. You remain responsible for your statutory obligations to citizens regardless of platform availability.

11. Changes

We may update these Terms. Material changes require re-acceptance before continued portal access.
